One thing to note though is that for me at least the last command said Linking aseprite.exe. So recently I decided to compile the latest Aseprite version I followed everything on the install MD file except for one thing instead of using Visual studio community 2022 I used Visual Studio Community 2019 everything still worked and I compiled successfully even when I was on a Windows 11 machine too.
